The Rashtriya Madhyamik Shiksha Abhiyan (RMSA) is a flagship programme of MHRD which aims to make good quality secondary education available, accessible and affordable to all young persons in the age group of 14-18 years of age. Under this scheme there is also an exclusive component of Inclusive Education for Disabled at Secondary Stage (IEDSS) which covers the Children with Special Needs (CWSNs) at Secondary/Senior Secondary level.

The State Project Office, RMSA, Human Resource Development Department (HRDD), Government of Sikkim has in collaboration with the RMSA District Project Offices  organised District Level Screening cum Assessment Camps for CWSNs in all four districts. The main objective of holding such camps has been to asses through proper screening processes and provides Disability Cards to all eligible/deserving students on the spot so that these CWSN students could avail all benefits provided by the Central and the State Governments. The team of experts/doctors including ENT specialist, Psychiatrist, Orthopaedist, Ophthalmologist, Audiologist etc. from Government hospitals across the State and officials from Social Justice, Empowerment & Welfare Department and HRDD attended the camps and rendered their valuable services.  The concluding camp was held in Community Hall at Geyzing, West Sikkim for West District on 29th August 2016, whereas; similar camps have already been organised in three other districts; namely; at Mangan District Hospital on 23rd August, at TNSSS, Gangtok on 24th August and at Namchi New Secondary School on 26th August 2016.


In total; 283 CWSN students at Secondary/Senior Secondary level were registered and screened during the camps in four districts and out of which 83 students with more than 40% disabilities were issued with the Disability Card on the spot. The screening and assessment camp organised by the HRDD has been first of its kind for the benefit of Secondary/Senior Secondary level students and with this exercise the Department has identified actual number and type of CWSNs in schools at Secondary/Senior Secondary level.
