D El Ed Programme by the MHRD for Unqualified Elementary Teachers of Government and Private Schools MHRD Offers LAST CHANCE to acquire Professional Qualification by March 31, 2019 Online Registration Closes on September 15, 2017

Gangtok, HRDD, August 24, 2017: The Ministry of Human Resource Development, Government of India has given the last chance for the untrained Elementary Teachers of the country to acquire requisite professional qualification of Diploma in Elementary Education (D El Ed) in order to be qualified to teach at the elementary level (Classes 1 to 8).

It is pertinent to note here that this decision of the MHRD came after the amendment to the Section 23 (2) of the RTE Act to extend the period for training of untrained teachers to March 31, 2019 has been passed by the Parliament as The Right of Children to Free and Compulsory Education (Amendment) Act, 2017, No. 24 of 2017 vide No. 34 dated August 10, 2017 Ministry of Law and Justice, Government of India. It has been reiterated that this will be the last and final chance to acquire the requisite minimum professional qualification for the teachers teaching at the elementary level. Any teacher, who does not have the minimum qualification mandated under the RTE Act, 2009, would not be allowed to continue in the service beyond April 01, 2019, and procedure for dismissal shall be initiated against such teachers.

 

As per the provisions of Section 23 (2), the untrained teachers are now given the last opportunity to acquire the requisite professional qualification by March 31, 2017 as the last and final chance. A communication in this matter from Ms Anita Karwal, Additional secretary/MHRD category-wise explains each step to be taken in this regard. The letter also mentions that ‘…this will be the last chance to acquire the requisite minimum professional qualifications. Any teacher in the aforementioned schools, who does not have the qualifications under the RTE Act, 2009, would not be allowed to continue in-service beyond 1st April 2019, and procedure for dismissal shall be initiated against such teachers.’

The HRDD, Government of Sikkim, therefore, has notified this and advised all the untrained elementary teachers teaching in Classes 1 to 8 to undergo the MHRD offered online D El Ed programme through http://dled.nios.ac.in for which registration has already started. This is to reiterate here that the last date for registration is September 15, 2017 and failure to register by this date will not enable them to complete the course within March 31, 2019.

The Ministry has launched the SWAYAM portal for online course through the NIOS (National Institute of Open Schooling) and the course is free. However, an amount of Rs 6000/- (Rupees Six Thousand only) has to be paid as examination fee for online examination and contact programmes. For those, who still do not have access to internet have to, in any way, register online and thereafter study the course material through Dooardarshan as SWAYAM PRABVAH (offline mode) by paying an amount of Rs 4500/- (Rupees Four Thousand Five Hundred only) and buy DD set-top box for Rs 1500/- in order to connect with the DD channel. This arrangement has been done so as to enable each and every of about 11 lakhs untrained elementary teachers across the nation.

It is to inform all here that this is not a case of Sikkim only, but a general condition laid down by the Ministry for all the untrained teachers of the entire nation.

  1.   2. And whereas, it has been reiterated that this will be the last and final chance to acquire the requisite minimum professional qualification for the teachers teaching at the elementary level. Any teacher, who does not have the minimum qualification mandated under the RTE Act, 2009, would not be allowed to continue in the service beyond April 01, 2019, and procedure for dismissal shall be initiated against such teachers.
  3. Consequent upon this, all regular untrained elementary level teachers including Head of Schools teaching in Government Schools, Recognized Private Schools and Monastic Schools have to undertake Diploma in Elementary Education (D.El.Ed) course through Open Distance Learning (ODL) mode on National Institute of Open Schooling (NIOS).
  4. Pre-primary teachers and all ad-hoc elementary teachers in HRDD, SSA, RMSA, Language and Sanskrit teachers may also apply for this course, if they so desire. However, this will not confer upon them a right to claim for regularization.
  5. For teachers in Private Schools, a Certificate from the Principal would be taken to ensure that the teacher is serving in that School.
  6. Elementary Teacher, in the context of Sikkim, means
  1. Primary Teachers teaching in classes I-V
  2. Graduate Teachers teaching in classes VI-VIII
  3. All Language Teachers including Sanskrit Teachers, Monastic Teachers teaching from Classes I to VIII
  1. The unqualified in-service teachers in Government/Government-aided/Private Schools who fail to enroll on or before 15th September, 2017, are liable to face removal/dismissal procedure against them.
  2. Teachers can access free instructions through the SWAYAM online portal arranged by NIOS on www.nios.ac.in  or http://dled.nios.ac.in
  3. Minimum qualification for undergoing this programme is 50% marks in class XII, with relaxation upto 45 % in case of ST/SC/OBC/Physically Challenged candidates.
  4. Teachers, who do not fulfill the minimum eligibility requirement, will have to join NIOS and appear/re-appear for the Class XII examinations simultaneously to achieve the minimum percentage.       They shall concurrently register on NIOS portal for the said D. El. Ed course. They would, however, be eligible for provisional admission in D. El .Ed. programme of NIOS subject to them acquiring 50% marks in Class XII before completing the D. El. Ed. Programme of NIOS.
  5. Primary Teachers who have done Certificate in Primary Education (CPE) or one year diploma course or any other course of less than 2-year duration are deemed to be untrained for this purpose and are required to undergo this course.
  6. Graduate Teachers who have done B.Ed course need not undergo this training programme for the purpose of teaching at elementary level i.e., up to Class VIII.
  7. The MHRD offered course is also run offline, for which, the candidates who do not have access to internet shall, in any way, enroll on the NIOS portal and thereafter take session offline through Doordarshan channel.
